Questions about BC250D or ARC250

Hello - I've been reading the manual, reading this forum, and
searching the web - but have been unable to figure this out.  I
recently bought a BC250D with digital card.  I've been into scanning
since 1973 and have literally owned several hundred scanners, having
bought/repaired/sold many on Ebay - not bragging, just saying I'm not
inexperienced.

I live in South Dakota, near Sioux Falls.  I am programming my scanner
for the statewide digital trunking system which is a Motorola Type II
VHF.  The Sioux Falls location has three towers, and I am setting it
up for the local towers/talkgroups.  I am using Arc250, and pulling
the system info from Radioreference.com.  I am loading the talk groups
pertinent to my location.

I can trunk the system, but I don't believe I am doing it correctly. 
To get it to trunk, I have to hit the trunk button, but my
understanding is that it should start trunking it when I turn it on
and it realizes that bank 1 is a trunked system.  Also, it shows no
tag numbers or labels when it catches a signal.  Also, it never shows
ID SCAN or ID SEARCH mode on the display - even when I push and hold
the trunk button.  If I try to lock in/out talk groups, it instead
locks in/out banks - making me question whether it is really trunking.

It is loading the talk groups to the radio - I can go into the menu
system and see them.  They are not locked out.  The radio receives
just fine and it seems to be receiving only the talk groups I
specified - but then again there may not be much traffic on the others
I left off.  I'm trying to set this radio up for the family as it will
stay at the house - hence I want it easy to operate.  Ideally they
just turn it on.  I have a 396 coming for my portable use.  Any
thoughts on what to try?  Thanks!
