APCO Channels

I have owned my BC250 with APCO card since it came out. I am not a copmplete idiot although I occaisionally play one in real life. My digital card shows up on turning the scanner on but I can't seem to tune any of the local, Westerly RI, channels. The card is enabled and the frequencies appear to be loaded correctly. Nothing. If there is anyone out there who knows how to program this thing PLEASE HELP. Should I be programing it with my PC and is the software and cable still available. Any help would be greatly appreciated. I bought the thing at Lentini's in Newington CT and several times have thought of bringing it to them but moved to RI making that difficult.
