Mark,
Raleigh Police Department (Wake County) is on the Wake County Voice Interoperability Plan for Emergency Responders (VIPER) Trunk Radio System.
This system is a Motorola ASTRO, 800 MHz. v4.1
SmartZone Type II, 3600 Baud Trunked Radio System operating in
simulcast Mode. This is an APCO 16 Hybride system supporting both Analog and Digital
Talkgroups.
The Raleigh Police Dept. uses only Digital Talk Group ID's, this requires the BC250D too have the optional Uniden Digital Card installed.
With the BCi25D Digital Card inserted into the BC250D Handheld TrunkTracker Scanners you can monitor
Conventional, Trunked (analog control channel, 3600 Baud and digital
control channel) and Mixed-Mode APCO 25 Public Safety Systems PRODUCT FEATURE LIST
Digital Accessory Card - Add the BCi25D Card to your Uniden BC250 Digital Scanner to monitor APCO P-25 Digital Systems.
If your radio does not have this installed then you have no way to decode the digital Audio and thus will not be able to hear the transmission even though it is trunk traking the system using the data received on the control channel.
If you do have the optional Uniden Digital Card (VOCODER) installed in your 250D and you can not Trunk Track the System and/or hear the Audio on an active ID then you have something set wrong. To help you further you need to provide more information on how you have the 250D set/programmed to work with the VIPER System.
