portable phone frequencies and reception issues

Hi, it's been awhile since I posted to this list, so it might be redundant. Does anybody notice different reception sensitivity depending on their battery strength, or related to the time their unit is on? I've noticed a decrease in 900mhz range portable phone signals in my area. Someone said that they are picking stuff up in the 1000-1200mhz area.
