The programming procedure in the IC-R2 manual works; I just tested it. I 
could write what I did, but it would be essentially the same as what's in 
the manual, which seems pointless if you already have the manual. Have you 
tried the "programming during selection" instructions on page 12?  If so, 
what happened?

Some ideas:
- Do you know the difference between VFO and memory mode?  Did you
  start out in VFO mode like step 1 says?
- In step 3, did you hold FUNC while pressing V/M momentarily?  Did
  the radio beep and start showing memory channels?
- In step 5, did you hold FUNC while pressing V/M for longer than a second?
  Did the radio beep once when you first pressed V/M, and then two more
  times shortly after that?

If all this went as in the book, then you programmed a memory channel, 
though you'll have to use V/M to get back into memory mode to look at it. If 
this did not go as described, you're doing something wrong.  Try describing 
what you did do.
