Does the Vlaski software read frequency lists from a text file?

If so, and you can't find someone to convert the RT Systems file for you, 
you can just set up your own programming file directly.  The web page above 
points to a PDF file with all the frequencies of interest.  View the page in 
Acrobat Reader and copy all the text (CNTL-A/CNTL-C on WIndows). Then paste 
the data into a spreadsheet or even a text editor.  Massage as necessary to 
get one list of frequencies to monitor.  Then load that into the Vlaski 
software and program the radio.

(I don't use either the RTS or Vlaski software, so I can't help you directly).
