IC-R2 Commander handles the RT Systems ICF files, it is free:
http://www.qsl.net/kc8unj/ICR2Cmd100.zip

Simply open the RT Systems ICF file, and choose File > Save As and 
save it to a .R2 file.

Although you can open an RT Systems ICF file in commander, you must 
save to another format (.r2, .tr2, .ic2, or ICOM .icf).
