There are a few possibilities here. This is the link for Frederick
County's system on the RadioReference db;

Make certain you have ALL the frequencies programmed (this radio is
too old to be able to use control channel only) and that INCLUDES the
red/blue frequencies. 

If you do, then step through the frequencies manually - one of them
should have a nearly constant noise on it. Never ever lock out a
frequency - locking out a talkgroup is almost always the way to go if
you don't want to hear something (or reprogram it...). If you can't
hear the noise (that's control data for trunking, by the way), the
scanner won't trunk. An antenna problem is a likely cause. The BNC
connection to the circuit board has come off in some units, others
have gotten loose and snapped. The Radio Doctor in Virginia (I believe
that's the guy - I just came off 11 hours on the road and I'm a little
frazzled) did a very nice job on mine, and even took the time to tweak
up the RF stages for max sensitivity (I didn't ask him, he did it).

Another obvious error - locked out the trunked bank? Been there, done
that.

There's been no alerts on RadioReference about Frederick county
rebanding. If you still can't get a handle on this, post a question on
the Maryland forum at RadioReference and see what shakes loose.
