Are you saying that you can't hear the control channel at all, even when you go to that channel in manual mode? Or just that it won't stop on it when scanning in conventional mode? Either way, there might be something wrong with the scanner, but it doesn't sound like a trunking problem. It sounds as though the scanner could be deaf, or the control channel's tower could simply be too far away for the antenna you're using. If you can't hear the control channel strongly enough in conventional mode for the 245 to hold on it, then forget trunking. You won't be able to go into trunking mode to program the trunking system. As far as programing it in trunking mode, i follow the > instruction in the manual.
