Need a little help programming talk groups

Hi Everyone-

I have a 245xlt and am having some trouble programming in the talk groups for Barberton, Police.

I have visited www.radioreference.com and have the following frequencies programmed into the unit on bank 1.

866.77500c 867.45000c 868.28750c 868.85000 

That works fine but I'm still not getting anything.

I try to hold trunk button in, select Type 2 system, which is the default and then go to enter the talkgroups. 16,48.

The scanner will not let me enter talk groups and I can't pick up the police calls.
