exporting frequencies to scanner

I have a 245xlt that I havn't used in years which had frequencies from another state programed into it. I'd like to start useing it again, got it out and realized I don't have a clue how to do the frequency export for my zip code. I've searched on the internet and it seems I have to have some kind of a "smart" program to connect to, but I can't find where to get this or how to do it.
