It was archived in 2000, however, and can be found at

As far as I can see, the "digital" referred to on these pages is a trunked 
system's control channel information - not digital audio signals as such.

From what I'm seeing there, the circuitry is about using a spare scanner 
(such as a 245 or simpler) to monitor the control channel of a trunked 
system.  The discriminator tap interface circuits on the site archive are 
used to take the raw data feed of the control channel from this scanner and 
feed it to a computer, which uses the Trunker (or ETrunker or similar) 
program to control a second scanner (such as a 245) to follow the talkgroups 
and hear the analogue trunked audio channels.

Note that this setup will not handle digital (audio) trunking systems.

A couple of paragraphs from the "background" page of that site are of 
interest ...

"Within the past few years [circa late 20th century], numerous folks have 
devoted their time and energy to writing software applications that allow 
you to use your computer and scanner to decode trunked radio systems control 
channels.  Many of these applications are freely available from this page 
for scanner listeners and interested parties.  They also allow Trunktracking 
for Motorola and EDACS trunked radio systems using a two scanner setup."

"Please note that to implement these applications, a considerable level of 
technical skill is required.  You must have a good knowledge of electronics, 
computer systems, and trunked radio systems."
