How can I manually program IDs into a Scan List without signal?

I just bought a used BC245 and I am not sure if this in normal.
I do not have a program cable so I have t0 program it through the keyboard.I am programmed for a motorola type 2. 
I can not manually program IDs into a bank unless I have a usable signal on the control channel. It will not go into the ID entry mode when I press the MAN key. Only when I am on a bank that has a strong enough signal will it allow me in. Whats annoying is that when I am on a weak control channel it will allow me in to program IDs but when it looses the signal it knocks me back out.
How can I progam the radio for a network that I am not presently on. An example is that I am programming it for I location I will be going to be on a later date.
