I know a couple of police dispatchers in Sydney, and the consensus is that 
the encryption is actually working OK, despite all the misgivings there were 
over reliability of connection.  Same appears true of the digital itself, 
which seems to be working OK and not degrading to nothing as much as was 
feared.
