I have been using CC3300 on windows 7 for a while without problems and have just started using CC780 as well.  Works fine on desktop and laptop, no problems other than window size needing streched on high res monitor.

You shouldn't need to but have you tried right clicking and selecting "run as administrator"?  you could always try right clicking, select "properties" and then the compatibility tab.  you can select various compatibility modes from here.
