Hello from Central Florida, My guess is that the frequencies assigned to the system you are monitoring were in the original frequency plan for the 800 MHz band, and the scanner recognizes them. In this part of Central Florida, I've monitored and programmed 4 analog Motorola 800 MHz trunk systems that were in the 855-860 range and others in the 866-868 range. The 780 would recognize about 70-80% of the rebanded channels. The scanner seems to recognize all 4 of the new channels in the Seminole County system; but only 2 of the 4 new channels in the Osceola County system.
