LND13 question

Greetings everyone, I acquired a 780 from a friend who got it used some time ago. The scanner has a RCA jack on the back that I assumed was a tap, but when I opened it up the jack is wired to LND13 which is labeled as DCS Data as best as I can tell. Would anyone know what this mod is for? Thanks, Mark Mc.
