I would have to pull out all my documentation, but that may be a
discriminator tap to allow baseband audio to be fed into a decoder that
could decode Digital Coded Squelch, CTCSS, etc.  The recommendation is that
a resistor is put in series with that tap to prevent shorting to ground.
Some used a capacitor, but that generally yielded poorer results.
