Hello from Florida, I've used 2 different DB-9 to USB cables I bought at hamfests for a buck; downloaded the drivers, and had no trouble programming the scanners using ARC 780, Freescan, Proscan, ARC 996, and ARC 96. Ensure you have the correct driver; you have selected the correct com port; ensure you have the software and the scanner both set to the same baud rate; and using the software, test the connection to the scanner before attempting database upload or download.
