Digital Question

1. Do Digital Frequencies have to be in 800.000 mhz and above?

2. Do digital frequencies all have to have ID numbers for deparments 
to use them?

3. If digital does not have to be 800.000 mhz and above can they 
take an already assigned frequency and make that digital?

4. If they can change analog frequencies to digital is there any 
frequency group that it cannot be done to?
