UnidenBC785D - question

I have beed using the Uniden family of scanners for years now.. Recently I have started to notice on some trunked signals a warble sound as they speak. Sometimes this sound is only on one side of the conversation sometimes on both and sometimes not at all. Infact many times other conversations have no sign of the warble sound. 

I am thinking that part of this may be reduced signal strength by the transmitting station or just conditions,etc.

Has anyone ever heard what I am descripting and maybe have an idea as to the cause of this .. The scanner seems to work great  but this occasional warble almost and sometimes drowns out the voice on the channel...
