using digital in Connecticut

I have a bc780xlt and it is a great scanner. I was thinking of 
upgrading to a 785D and was wondering will it pick up CT state PD and 
others not encrypted? Also is this older digital technology that will 
be obsolete soon? I know nothing about the digital side and never did 
any trunking programming on the 780 as it looks difficult. Is it very 
difficult to program the digital frequencies or is it like programming 
regular frequencies? Thanks for the help.
