New and needing help

I have a BC785D scanner and had been listening to the local police but 
all of a sudden they've switched to another mode of communciations as 
all of a sudden I'm only hearing very limited conversation.  How do I 
determine what they've done and how to track it?  I do not have an APCO 
25 card but am looking for one.  If they went digital would I be 
getting this type of result (silence on previous channels)?  Someone in 
the know please help me.  Answer in private if you wish and thanks a
