Program Astro the same as any Motorola programming, see note below

Solution. The original Motorola ASTRO implementation uses the standard
SmartZone 3600 baud data channel, and the digital voice solution is
based on the Motorola proprietary VSELP vocoder.

BTW, I think Pennsylvania, State of is Open Sky, which no current
