There are alot of possible reasons for your problem.  Answering some 
questions, and some basic problem-solving, can help in identifying 
your problem.

1) Are you using a handheld or desktop scanner, is the scanner being 
powered off batteries or AC, and is the scanner connected to an 
external antenna ?

2) Do you experience the same problem if the scanner is moved to 
another room or location, including a location away from your 
residence ?

3) Do you have another scanner that has the same problem when trying 
to monitor the same system ?

You could be receiving interference from other radio sources, such as 
cellular, PCS devices and Nextel.  The interference could also be 
coming from sources in your residence, such as the electrical wiring, 
an internet connection or computer equipment.

If you live in an apartment, or in closely-spaced homes, you might 
also be getting interference from a neighbor's residence.

If the interference is originating from a cellular or Nextel source, 
and the direction of that source is different from the direction of 
the system you are trying to monitor, a directional antenna (yagi) 
may help.  Attentuation might also help.

I'm not familiar with any consumer-grade filters which would filter 
cellular interference without impacting the 800 public safety band.  
You can't filter Nextel, since their frequencies are interwoven among 
the same 800 MHz frequencies public safety is using.

If the problem is related to a source in your residence, try moving 
the radio, and turning other equipment in the same room off-and-on 
while listening for the interference to disappear.

Also listen while turning the circuit breakers in the residence off-
and-on, since appliances, door bells, timers, etc can all introduce 
inteference into the electrical system.

If the interference source is electrical in nature, you can sometimes 
eliminate or reduce the problem with consumer-grade electrical 
filters or chokes (avail at Radio Shack), or by improving the 
ground.  You might also be able to turn the offending source off when 
monitoring.
