Control Channel Only

Fellows I have had this problem forever.  We have an 800 MHZ Motorola 
ll system here in Louisiana.  I believe I am doing everything correct 
in programming the radio.  I put it on CC Plan 1 as it is correct in 
this state.  When I go back to check if the radio is on the right 
plan it is found to be on the off position.

Can anyone tell me if I am doing anything wrong or maybe I have the 
squelch set wrong---or maybe the end code wrong-----or maybe the 
status bit------GUYS I JUST DO NOT UNDERSTAND IT---- SOMETIMES IT 
WORKS GREAT AND SOMETIMES I GO FOR A LONG TIME WITHOUT RADIO 
TRANSMISSION AND AGAIN I FIND THE PLAN HAS GONE BACK TO OFF POSTION 
INSTEAD OF PLAN 1............THIS HAS BUGGED ME FOR A YEAR.   HELP
