It means... 1) person has a radio that doesn't work 2) they buy a radio that works 3) they take parts out of the radio that works (ie: HF, VHF/UHF finals which are no longer available) and put them into their radio. 4) they then take their bad parts and put it into the radio they bought 5) they then say the radio they bought doesn't work as advertised Is that what you thought it meant???
