Problem with my VR-5000 lower signal stations not opening squelch

Hi just bought a second hand VR-5000 but using in he 450.000mhz range low signals will not open the squelch even if its showing two or three signal bars on strenth 

I know this is a problem as i have owned a VR-5000 before and never had this problem with that one 

Any idea's please
