I think in the same way as you. 

But there are only 5 bit, even if [1][1][1][1][1] were received, the value equals to 31.
Please correct me, I know I am wrong. Please, need your help so much!

I would have to play with it to be certain, but yes, looks like it is signal strength as an integer running from 0-63.
