Question about Hydrogen Bonds?

During folding hydrogen bonds occur everytime a hydrogen atom covalently bonds to or touches either a F, O, or N atom. Is it true that it also must have lone pairs of electrons? Could someoneplease explain that for me. Thanks. --Anna Casta
