SGE should behave the same on Windows...

However, the Windows port is not available in the opensource cvs yet...
so you have 2 options:

1) use N1 GE (it's free):
http://www.gridengine.info/articles/2005/12/01/sun-n1-grid-engine-is-now-free

2) compile GE under Cygwin, and people reported success with that
too...  ask on the "GE users" mailing list for details.
