How about uploading such papers and other requested PDFs like that one, to a file-hosting site like rapidshare.com or ifile.it or fileserve.com or depositfiles.com or uploading.com or uploaded.to, and posting the links for downloading here, so that everyone interested can read them?

Alternatively, the owner of this group could change the group's settings to allow attachments to be accepted.
