Frode et al,
I've obviously been immersed in Colossus too long, my brain has addled!
I realise now that the Rack just won't work for Stecker hill climbing.
The Rack takes a set of Steckers and asks if there is any Wheel order,
start combination which produces a language letter distribution on the
decipherement.
Stecker hill climbing asks is there any Stecker combination which
produces a language letter distribution for a GIVEN Wheel order wheel
start position. 
I will produce a modified virtual rack to do this, just for my own
satisfaction.
