I'm afraid that unigram statistics are not much use in detecting the complete Stecker. The message is far too short, way too much noise. If it was fish-length it would be OK. Hillclimbing on statistically short messages must use n-grams to detect the final Stecker. Bigrams and trigrams are used in the method we developed and are also used in the M4 project. This project is open source so you can see for yourself the required procedures that do work.
