As far as I know, the photos were issued by ( and copyright of )
the then HMSO in 1975. The HMSO is now "Office of Public Sector 
Information" ( http://www.opsi.gov.uk/ ), and the photos should
still be available from them, or from the Public Records Office,
as photographs.
