Information about the Bletchley Park Commemorative Badge is available at http://www.gchq.gov.uk/history/Pages/Bletchley-Park-Commemorative-Badge.aspx (Note this is a badge and not, unfortunately, the full recognition of a medal.) This sets out the criteria for receiving a badge. Those people who satisfy the service criteria but who have passed on cannot receive a badge posthumously but will be included in a Register to be held at Bletchley Park. There is then information about the 'Roll of Honour'. No information is given as to the criteria for inclusion but I would guess this would include recipients of the badge and non recipients of the badge.
