It appears to be a quote. The preparser rules say that "zo" casts the
following token into any_word_698. We then have "ZO any_word_698 BU". Then
we have a rule that says that BU is absorbed into the previous token,
making it a BY. We then end up with "ZO BY", which is a quotation.
