По-моему, ваши оппоненты правы: связка из второго и третьего предложений из
вашего контекста не оставляют никаких сомнений.
Что касается выражения "экономика остановилась" оно, по-моему, не очень
удачное. Если привязаться к "остановке", я бы говорил об "остановке
экономической деятельности". А вообще можно поиграть с "параличом",
"застоем" и "заходом в тупик".
