В том-то вся фишка. Перевод уже есть, где-то в сети бродит, и там именно "экономика остановилась". И журналисты кинули заголовок "МВФ зафиксировал остановку экономики". В общем, "Шеф, усё пропало". А мне кажется, что в этом слегка двусмысленном выражении Георгиевой как раз и остается некоторая лазейка: вроде бы и паралич, но конвульсии еще есть.
В общем, всем большое спасибо за прояснение!

По-моему, ваши оппоненты правы: связка из второго и третьего предложений из вашего контекста не оставляют никаких сомнений.
Что касается выражения "экономика остановилась" оно, по-моему, не очень удачное. Если привязаться к "остановке", я бы говорил об "остановке экономической деятельности". А вообще можно поиграть с "параличом", "застоем" и "заходом в тупик".
