If you read the whole paragraph, and even more so if you listen to her spoken delivery - https://www.imf.org/en/News/Articles/2020/04/03/tr040320-transcript-kristalina-georgieva-participation-world-health-organization-press-briefing - it’s pretty well evident that, just as she inverted the order of “have we” to “we have,” she omitted “before” – “Never before in the history…” 

 

I hear “come to a standstill” as justified hyperbole. I may go and fetch some groceries using curbside pick-up next Friday (I ordered on Wednesday past, and the pick-up time is April 10), or somebody may take a plane somewhere as the only passenger on the flight (https://www.cnn.com/travel/article/solo-passenger-coronavirus-trnd/index.html), but the world economy can still be said to be “coming to a standstill,” at least according to the macro parameters the Managing Director of the IMF looks at. Come to think of it, that’s what she said: not “has come to a standstill,” but “witnessed the world economy coming to a standstill.” That’s accurate; it’s true that such a process is going on, so it’s not even hyperbole.

По-моему, ваши оппоненты правы: связка из второго и третьего предложений из вашего контекста не оставляют никаких сомнений.

Что касается выражения "экономика остановилась" оно, по-моему, не очень удачное. Если привязаться к "остановке", я бы говорил об "остановке экономической деятельности". А вообще можно поиграть с "параличом", "застоем" и "заходом в тупик".
