The law of supply and demand is the most effective rule to govern this. 
 If nobody wants to do the work, we can't insist that it be written by 
those who don't understand the language.

If a Wikipedia is set up for a language, and a single page (likely the 
Main Page) is written in the language isn't that proof enough that it is 
a written language? :-)
