Hi,

I usually advice to use Gandi (http://www.gandi.net).
They are not the cheapest (12 €/year), but they are reliable and very 
efficient. I am several domains registred with them for several years and 
never had any problem.

If you want the cheapest, it's probably OVH (http://www.ovh.com/).
Both are in Paris, France.

Just my 0.02 €.
