To the wikipedias in the languages of that country. For wikipedia.be; 
Dutch, French and German

The now lost wikipedia.de should not go to de.wikipedia.org but to a 
portal to; German, Danish, Plattdüütsch, and Sorbian and so for most 
country TLD's
