And preventing anonymous is also a technical issue, however since it adversely 
affects users that would need to be first authorized via a policy decision.  
So this is not a simple technical matter due to the fact that going with 
UTF-8 on many of the Latin-dominated wikis will result in article damage. But 
that is a moot point anyway because this is the multilingual coordination 
list, not the technical list.
