Even if it turns out our audience consists of people who do actually know the Top Level Domain .org, this doesn't necessarily mean they could recall what the machine name (that's usually "www") would be, and hence would be forced to go through the www.wikipedia.org portal a lot until they bookmarked it. A more nation-specific portal under www.wikipedia.xx would be easier for them there. (As would a "bookmark this page" option.)
