3 letter language codes when ambiguous

Hi list,

Reading Ramanan's concerns have made me think more about the confusion 
arises between language and country codes.  I propose that we stem off 
this confusion by switching to 3 letters for those wikipedias whose 
language code conflicts with a country code.  I also suggest we 
implement this sooner than later, while the affected wikipedias are 
still small and the disruption is minimal.

Much as I would prefer a universal switch (*), we should not switch 
wikipedias like en and fr because that would provoke howls of protest.  
Maybe this compromise will avoid confusion while keeping people happy?
