languages to doamin names that have been discussed recently may I ask
who should be contacted to start a mailing list for a language?

A list that is non hierarchical and maintained on this server so the
foucs of Wikipedia is not lost.

In the case of Tamil there will be more than touchy issues  needs to
explore grammatical and technological issues.
Given the fact there are well established oraganisations already out
there, discussions that would need a record (ie, not possible with a
wiki eg: CC to another group or list) will be necessary.
