Irish Wikipedia conversion status

A question - I don't want to seem slightly bitter or
anything, but why exactly have both the Scottish
Gaelic and Manx Gaelic Wikipedias been converted to
the new software, without user support, whereas the
Irish Wikipedia is still running on the old version,
with a request for conversion put in months ago, the
old-style frontpage translated, a provisional
new-style frontpage up and running, and the
Language.php file half translated?
