No 8859-2 involved anywhere. The problem is that too many browsers will 
falsely assume that ISO-8859-1 means WIndows-1252 and will insert 
incorrect characters for S-caron and a few others. So when it's 
converted to a UTF-8 link, the wrong output bytes are generated.
