I don't understand what's happening to the following article in the french
Wikipedia:

L'Oil noir

There is one article on

http://fr.wikipedia.org/wiki/L%27%26OElig%3Bil_noir

and one on

http://fr.wikipedia.org/wiki/L%27%8Cil_noir

I tried to redirect one to the other, but instead I got a self-redirect.
What's the matter?
